If you absolutely need one, don't get suckered in for a bundled phone plan with your broadband internet service provider. This may be cheap initially, but one of these options is better for the long term:
Ooma VOIP . Need to shell out $219.xx as a one time cost, but no monthly bills for domestic long distance. $50 international call credit for new customers.
An existing T-Mobile customer? Use their $10 a month unlimited home phone. There is a 2 year contract , but if you plan to use their wireless service anyway, this makes sense.
Magic jack. I am usually skeptical of stuff advertised on TV infomercials, and their service is hit-or-miss. But you won't lose much if it doesn't work out.
